Kaluga Region personnel training is carried out with the 100% orientation to the labor market needs. This is the result of regular and meaningful interaction between the relevant ministries, departments, organisations and business representatives.

Kaluga Region population is just over 1 million people. There are more than 50% economically active people. Annually, an average the number of people who come to Kaluga Region is 30,000 bigger than the number of people who leave. This suggests that Kaluga Region offers good opportunities for work and professional growth.

The registered unemployment rate in recent years is one of the lowest values in the Russian Federation — 0.4%.

According to experts, in the coming years Kaluga Region will additionally need about 50,000 specialists. 70% of vacancies will be for secondary professional specialists who have advanced competencies to work in new high-tech industries.

Kaluga Region trains such specialists from the school years. Schoolchildren of Kaluga study in the "Quantorium" technopark, specialized classes, schools and Youth Innovation Creativity Centers.

Kaluga Region was one of the first in the country to create specialized centers that train and retrain personnel according to the dual education system for such industries as engineering, automotive industry, pharmaceutics, agricultural industry, IT, construction industry, etc.

At present, Kaluga Region is among 42 Russian regions which participate for the first time in the "Professionality" federal project. The education production center began work in September 2022 as part of the agreement between the Kaluga Region largest industrial enterprises and the leading secondary professional education organisations.
